Gujarat has highest per capita debt burden: Digvijaya

After hitting out at the Gujarat model of development, tweeting the state had the highest per capita debt burden on its people, Congress general secretary, Digvijaya Singh on Sunday defended his stance saying he had statistics to prove it.
