Pakistan on Tuesday refused to arrest Jamaat-ud-Dawah chief Hafiz Mohammad Saeed, prime accused in the Mumbai terror attacks by India, as they claim that there is not enough proof of his involvement in the 26/11 assaults. Pakistan Interior Minister Rehman Malik said they cannot arrest Saeed merely on statements. Malik also claims that Indian citizens too are involved in the Mumbai attacks.
