The document mentions how the plan to kill Khalistani separatist Gurpatwant Singh Pannun was hatched by Nikhil Gupta along with an unnamed Indian government employee. Nikhil Gupta allegedly agreed to pay $100,000 to assassinate Pannun. However, the hitman Gupta hired was an undercover officer for the U.S. authorities.
