The warning followed U.S. intelligence assessments that Moscow could test NATO resolve through a cyberattack, hybrid operation or limited military incursion, with Estonia, Latvia and Lithuania seen as particular flashpoints. Ratcliffe spoke with Russian intelligence officials but did not meet Vladimir Putin, who was briefed afterward, the Kremlin said.
