"At this moment airspace is completely open," Transport Minister Jose Blanco told Spanish news television CNN Plus.
Blanco also told radio station Cadena SER the situation was improving.
But he added that it would take 24 to 48 hours to recover normality as flights were rescheduled in agreement with airlines, airport operator AENA and European air safety authority Eurocontrol.
