Abdul Wahid, the Director of the agriculture department in the federally administered Northern Areas, was killed with his daughter and two relatives when his car was attacked by the gunmen near Gilgit.
Police said Wahid was going to office when the gunmen ambushed the vehicle. Wahid's brother was seriously injured.
No group claimed responsibility for the attack. Police said the incident might be the result of sectarian violence.
The gunmen fled after the attacks and police launched a search to trace the assailants.
Gilgit has witnessed sectarian violence in the past and authorities have deployed extra police and paramilitary forces to check any violence during the Islamic month of Moharram.
