Rao, India's top diplomat, is due to meet her Pakistani counterpart Salman Bashir in New Delhi on Thursday to try to end a diplomatic freeze which followed the November 2008 attack on Mumbai.

She told a conference in London that India's concerns about militant groups based in Pakistan would be the "essential focus" of her talks on Thursday but that India wanted to move forward in a "slow and deliberate" manner to keep the door to dialogue open.
