"Iran is fully prepared to participate in the projects aimed at combatting drug trafficking and the plans in line with developing and reconstructing Afghanistan," he said in a speech provided to the media ahead of delivery.
Deputy Foreign Minister Mohammad Mehdi Akhoondzadeh was to make the speech at a major international conference on Afghanistan in The Hague.
