Sarkozy was speaking on the sidelines of an UN-sponsored conference on development finance in the Qatari capital.
The French president described the attacks as "barbarity in its most exact sense of the word" and said there was "no cause that can make that acceptable".
He said he had contacted Indian Prime Minister Manmohan Singh and told him that French intelligence services would cooperate to help India to face up to the “insane, gratuitous, barbaric terrorism”.
