The top official in the town of Sinjar says the bomber blew himself up among a crowd of men at a police recruiting centre. Dakhil Qassim says 14 of those killed in Thursday's blast were recruits and two were policemen.
Sinjar is located near the Syrian border and is dominated by members of the minority Yazidi sect. It was the site of the bloodiest attack of the Iraqi conflict, a string of suicide truck bombings last August that killed hundreds of Yazidis.
