Admn parking contractor blacklisted in Ludhiana
The Ludhiana parking contractor was accused of overcharging, not mentioning rates on slip, not installing token machine among other violations
After several glaring discrepancies were recorded at the multi-level parking at the district administrative complex (DC Office), deputy commissioner Varinder Kumar Sharma blacklisted the contractor and cancelled her contract.
The ₹3 lakh security submitted by her was also forfeited. The parking contractor is in the dock for breaching the terms of his contract, overcharging, not mentioning rates on tickets and not installing token machines.
In his order, the DC said that the 2021-2022 contract for the multi-level parking had been awarded to Savita Rani, on May 5, 2021 for ₹65.25 lakh. At the time of awarding of contract, she had agreed to all terms and conditions in writing, but later failed to fulfil the same.
The DC’s order states, “The advance cheques of monthly instalments submitted by the contractor were rejected by the bank with the objection of being outward, but the contractor failed to deposit new cheques. Besides, the contractor failed to deposit any instalment of the contract on time (it was supposed to be deposited by the fifth of each month). Even the instalment for the month of January is pending. The contractor also failed to deposit quarterly receipts of GST instalments as well as receipts of the monthly electricity bill. As per the terms of contract, the contractor was bound to issue electronic slips for parking, but is issuing hand-written slips, which do not mention rates or GST.”
“The DC office had in several memos asked the contractor to submit all remaining documents, but she neither responded nor submitted the documents. After several complaints were lodged, assistant commissioner (grievances) summoned her to join the inquiry, but she did not cooperate,” the DC said.
“On the basis of an inquiry conducted by assistant commissioner (grievances) Ludhiana, it was established that the contractor was overcharging, and that her behaviour with general public was not up to the mark. Their parking slips do not mention rates and even electronic machines or token machines had not been installed.”
“In a last chance, the contractor was summoned to appear before the deputy commissioner on March 7, but her representative sought some time for submitting a reply. The reply submitted on March 8 was not satisfactory,” he said.
The DC has also ordered legal proceedings for the recovery of the remaining amount.
