Sector 67 residents seek three-floor limit on clubbed commercial plots

The Residents Welfare Association (RWA), Sector 67, has renewed its demand for restricting construction to three floors on commercial plots 14, 15 and 16, even as the clubbed site has been auctioned by the Greater Mohali Area Development Authority (GMADA) for ₹225 crore.

In a representation to Punjab housing and urban development minister Hardeep Singh Mundian, RWA president NS Kalsi said the three plots should not have been clubbed into a single site and sought restrictions on the height of construction, citing concerns over ventilation, sunlight and the impact of a large built-up structure on the adjoining residential area.
The representation assumes significance as the site was sold to Tangent Ventures in GMADA’s latest auction, with the auction result announced on Friday. The property fetched ₹225 crore against a reserve price of ₹128 crore. With the site now sold at a substantial premium, residents are seeking clarity on the planning and construction norms that will apply to the development, particularly as the commercial site directly abuts a residential area. Their contention is that the auction of the land should not dilute planning safeguards or prevent authorities from considering legitimate concerns about the impact of construction on existing residents.
It has been pointed out that the proposed clubbing of Commercial Plots No 14, 15 and 16 and their auction as one site is a matter of concern because a CP 67 Mall has already been constructed immediately adjacent to their houses, resulting in severe traffic congestion. If a multi-storeyed building is also constructed on the said plots, the residents fear that their problems will increase further.
The association has further stated that the construction of another multi-storeyed building on the proposed site, along with the existing multi-storeyed structures in the vicinity — including the CP 67 Mall on one side and several multi-storeyed buildings of IT companies on the other — would create serious ventilation-related problems for the residents. It has stated that the area was originally planned to accommodate around 9,000 residents, whereas approximately 45,000 people visit the area every day. The association apprehends that this additional construction and increased activity would adversely affect the health and well-being of residents.
President Kalsi said the association had been raising the issue since 2021 and had repeatedly urged the authorities to deal with the three plots separately. He said clubbing the sites would result in a larger built-up mass and could affect the availability of ventilation and natural light for neighbouring houses. The RWA has also sought a three-floor construction limit to maintain openness in the area.
The association had approached local MLA Kulwant Singh, who, through a letter dated August 18, forwarded the residents’ representation to Cabinet minister Hardeep Singh Mundian and sought that their objections be considered.
The RWA said it had submitted representations to the authorities on several occasions, including July 1, 2021; May 2, 2022; May 4; July 23, 2023; October 23, 2023; March 25, 2026; and July 29, 2026. Kalsi said that even after the auction, residents would continue to oppose construction beyond three floors.
The latest representation comes against the backdrop of GMADA’s record auction response. 27 of the 36 properties offered in the auction were sold for a total ₹5,391 crore against a combined reserve price of ₹3,872 crore. He said the strong investor response reflected growing confidence in Mohali and that the revenue would be utilised for developing new urban estates.
GMADA chief administrator Sandeep Rishi said the residents’ complaint had been examined by experts, who found that the proposed construction would not obstruct ventilation and that there was no issue of sunlight being blocked as the sun rises from the opposite direction.
