Chandigarh: The Haryana government announced on Monday that people with benchmark disabilities will get the benefit of 4% horizontal reservation in promotions in state government jobs. Earlier, the benefit of horizontal reservation for people with benchmark disabilities was 3%.

According to the order issued by Sanjeev Kaushal, chief secretary, 4% of the total number of vacancies in cadre strength of group A, B, C and D shall be reserved for the persons with benchmark disabilities in case of promotion.
There will be no reservation in a single cadre post and application of roster for the purpose of reservation in promotion/recruitment is not permissible. On the other hand, the roster in reservation can operate if there is plurality of posts in the cadre.
Against the post identified for each disability, 1% each shall be reserved for people with benchmark disabilities including blindness and low vision, deafness and hearing impairment, locomotor disabilities including cerebral palsy, leprosy, dwarfism, acid attack complications, and muscular dystrophy. Another 1% combined will be reserved for people having autism, intellectual disability, specific learning disability, mental illness and multiple disabilities, the order said.
The central government decided to grant the benefit of reservation in promotion to persons with benchmark disabilities in compliance with Supreme Court directions, and provisions of Section 34 of the Rights of Persons with Disabilities Act, 2016 on May 17. The state government has subsequently followed the Centre’s order.
