NEW DELHI: The Delhi High Court on Wednesday directed civic agencies to remove speed breakers not approved by the traffic police and which do not conform to prescribed norms, within four weeks.

A bench comprising Justice BD Ahmed and Justice Ashutosh Kumar directed the municipal corporations, DDA and the public works department (PWD) to comply with the court’s May 25 order to remove all non -conforming speed breakers.

The court made it clear that its directions “shall be strictly complied with” and warned that in case of non-compliance, it “would be constrained to take coercive action” against those responsible.

The traffic police submitted a status report according to which the agency carried out a field survey. 89 locations were identified where speed breakers were not approved.

The survey identified 53 locations where speed breakers were approved but were of faulty design.

The New Delhi Municipal Council placed before the bench a status report stating that all non-conforming speed breakers had been removed, except five that were made according to the directions of the Registrar General of the Delhi High Court.

The court directed the NDMC to take necessary action — either to get approval from the traffic police or to remove them — with regard to these five speed breakers.

T he three cor porations sought more time to place the correct state of affairs before the court. The Delhi Development Authority (DDA) said there were no non-conforming speed breakers on roads maintained by it.

T he bench directed the authorities to remove the nonconforming speed breakers from the locations identified by the traffic police and listed the matter for further hearing on October 5.

The court was hearing two petitions filed in public interest against the unauthorised construction of speed breakers on city roads without complying with the guidelines of Indian Road Congress (IRC) and the Unified Traffic and Transportation Infrastructure ( Planning & Engineering) Centre.
