A Delhi court has rapped the city police for withdrawing a look-out circular (LOC) against two German directors of a multinational firm, accused in a cheating case, without its consent.

Not satisfied with the explanation given by Additional Deputy Commissioner of Police MA Rizwi, the court directed the Foreigner Regional Registration Offices (FRRO) to place before it the files pertaining to the case.

“Considering the delicate nature of the matter, the file, the orders of opening of LOC and the orders by which the LOC was withdrawn against accused Martin Kropp and Peter Hopp, both residents of Germany, is summoned from the FRRO as per procedure,” Additional Chief Metropolitan Magistrate Rakesh Pandit said.

LOC was issued after an FIR was lodged against company ADM Interoceanic Ltd and its three directors — Martin Kropp, Peter Hopp and Chong Pian Kong — by an Indian firm accusing them of cheating.

The complaint was filed by advocate Manish Jain, on behalf of Tinna Finnex Ltd, alleging that the German nationals had entered into a joint venture on the basis of forged documents.

The court, which has been monitoring the probe in the case against the MNC firm, had earlier directed the Additional DCP to file a status report explaining the circumstances under which LOC were withdrawn against them. Though Rizwi appeared before the court he failed to place the status report in the case.

The court also directed the investigating officer in the case to place on record the relevant information regarding the air tickets booked by both the accused and also the dates on which those were booked.
