The Delhi Development Authority (DDA) is expected to discuss two important proposals — land pooling and farmhouse policies — in a hurriedly convened meeting on Friday.

The meeting was scheduled for April 12 but the authority decided to advance the date to March 22 to clear the two proposals, sources in the DDA said.

Housing for the economically weaker sections and other issues are also on agenda.

According to the new ‘land pooling’ policy, the DDA will allow developers or large landholders to pool in land for developing new sub-cities and get back a share in exchange.

At present, the DDA acquires land directly from farmers or land holders for development.

Lack of adequate compensation has always been a problem with farmers but the policy is expected to ensure they earn revenue from the land that they part with and become a partner in development.

“Issues that have been pending will be discussed,” said Jitender Kochar, non-official member, DDA.

Dr Harshvardhan, who is also a non-official member, said that the meeting was earlier scheduled for April 12 but advanced to March 22 only two days ago. “I had not got a copy of the agenda till Thursday morning,” he said.

Sources said the date was advanced due to a sense of urgency in clearing of the land pooling proposal and discussion on the much-debated farmhouse policy of DDA.

The DDA had issued notifications for the construction of new farmhouses in more than 32 areas and had invited suggestions and objections on the issue. It would now notify these areas for low-density development after final approval from the DDA board and the Urban Development Ministry.

“The farmhouse policy has more or less acquired a final shape and different issues regarding the policy and development control norms are expected to be discussed in the meeting on Friday,” said a senior DDA official who didn’t wish to be named.
