Walia, along with Delhi chief secretary Praveen Kumar Tripathi and senior officers of health department, was to attend a six-day conference on HIV and Aids in Washington. However, on Saturday evening, just a few hours before Walia was to take his flight, a large number of people from Shakarpur, his constituency, gathered at his Bharti Artist Colony residence and complained of long power cuts.

Since he did not want to send wrong signal to his electorate, which voted against the Congress in the recent municipal elections, Walia cancelled his trip and called a meeting of senior BSES officials to sort out the issue.
