President Pranab Mukherjee on Sunday suggested that planners and governments should think of introducing a more effective mechanism for resource transfer from the Centre to the states – which is currently done through Finance Commission awards. “All stakeholders should put their heads together and find out if there could be a more appropriate mechanism through which the resources can be transferred (to the states),” Mukherjee said.

He was speaking after receiving a copy of the book, The New Bihar — rekindling governance and development, edited by Rajya Sabha member NK Singh and Nicholas Stern, director, Asia Research Centre, London School of Economics. The book was released by Nobel laureate Amartya Sen.
Singh, Sen and planning commission deputy chairman Montek Singh Ahluwalia stressed that the recent high growth in Bihar and the dramatic reduction of poverty associated with it must be sustained for the state to catch up with the national averages. “What has happened in Bihar is a mindset change. To keep the high growth there public outlays and private investments must be sustained,” Singh said. htc
