The Department of Telecom (DoT) has decided to terminate 13 unified access service (UAS) licences issued to Etisalat DB Telecom, formerly known as Swan Telecom, according to reports. DoT see the company as an associate of Reliance Telecom at the time it had applied for spectrum in 2007.

Reports suggest that the DoT has now sought a second opinion from the law ministry and is working on a show cause notice to Etisalat DB.

The draft of the notice has been once vetted by the law ministry and the law minister. But, telecom minister Kapil Sibal, reportedly, does not want to take any chances and has asked officials to get the draft notice vetted by the law ministry again.

In February 2011, the CBI arrested the promoter of Swan Telecom, Shahid Usman Balwa, in connection with 2G spectrum allocation scam. In April, DB Group's managing director Vinod Goenka was also arrested.
