'Career review is important'

-- Veerappa Moily, Union Law Minister

After 13 years of service, there should be a career review, which will generate warning signals. A further and rigorous review [should be conducted] after 20 years, and those found incompetent asked to leave. At that level, the professionals should be allowed to join government through a competitive exam.

As head of the Second Administrative Reforms Commission, Moily had recommended the lateral entry of professionals into the bureaucracy.

'Professionals should be inducted in government'

-- Bimal Jalan, former RBI governor

I believe that there is a need for the induction of more professionals into the government, especially in the specialised areas at higher levels. The government can open up senior government-levels posts — for instance, joint secretary level and above — to professionals from different fields.

Bureaucrats and professionals from the corporate world should be allowed to compete for these posts. This would bring about more transparency in appointments and provide a fresh look to the Indian bureaucracy.
