Govt to draw reforms roadmap; secys meet today

The Centre has convened a conference of administrative reform secretaries from all states on Friday to draw a roadmap on reforms, including measures to enhance public accountability.

The Centre has convened a conference of administrative reform secretaries from all states on Friday to draw a roadmap on reforms, including measures to enhance public accountability.

Two of the three plenary sessions at the conference would focus on public service delivery and other reforms being pursued by state governments, including constraints they face.

A background note circulated to secretaries of administrative reforms departments acknowledged that service delivery outcomes remained poor due to corruption as well as capacity gaps, weaknesses of accountability mechanisms and inadequate civic pressure.

"Incorporating statutory and justifiable rights into service delivery programmes, particularly with regard to quality and timeliness of delivery is a key instrument to empower citizens and improve efficiency," the note said, articulating a point made by supporters of Anna Hazare and the second Administrative Reforms Commission (ARC).
