Delhi urban development minister Arvinder Singh said the penalty for a 100-square yard plot would be 10% of the existing circle rates of respective areas, while the penalty for plot sizes between 100sq yard and 250 sq yard would be 25% of the circle rates. For plot sizes above 250sq yard, the penalty amount will be 50% of the circle rate, Singh told the Assembly.

Of the 895 colonies that have been regularised, 583 are on government land.

The minister added that colonies, including those on private land, would have to pay Rs 200 per square metre as development charge to the government for providing various facilities such as electricity, roads and sewer pipes.

“Once the fees are paid by the colonies, we will start de-notifying government land and allow sale and purchase as well as registration of properties in colonies that came up on government land,” he said.

The government also announced the setting up of a board, which will be chaired by the chief minister, to look into the grievances of people living in unauthorised colonies.

The Delhi government on Thursday said the sale and purchase in such settlements developed on private land would be allowed in a month, while those on government land must wait longer.

Singh said the respective municipal corporations would be asked to prepare layout plans for the colonies by professional planners.
