The minister also launched a book on education, Educating India, authored by Nalini Menon.
The book is a vivid collection of insights from leading educationists on the subject of how the education system might best evolve to meet the complex demands of an increasingly globalised and challenging environment.
"No Indian university features in the top 100 universities in various world rankings. A strong continuum between equity, expansion, excellence and employability must be established in the process," Tharoor said.
