The PMO said that the NDA government had signed an official agreement with the Commonwealth Games Federation in 2003 which said Indian Olympics Association (IOA) President will be the Chairman of the Organising Committee. The NDA government led by Atal Behari Vajpayee was in power when India's bid for the Games was accepted.

The PMO further clarified that it had no hand in the decision to appoint Suresh Kalmadi.
