"It was a law and order issue for Delhi Police and they decided the venue," Sibal told reporters in New Delhi.

Hazare wanted to stage the protest at Jantar Mantar area in the heart of the capital -- the same place where his five-day hunger strike in April triggered nationwide solidarity protests.

Asked about the government's reaction to Hazare's fast that is set to begin Aug 16, Sibal said: "He will do what he has to do, and we will do what we have to do."

Hazare has decided to launch a fast against what he says is a weak Lokpal Bill introduced by the government.
