The commission on Saturday issued a notice to Digvijay Singh and in his reply he said he is the general secretary of the Congress and is neither a minister in the government nor holding a public office in any government organisation. Therefore, he cannot be charged for violation of the guidelines issued in respect of the party in power.
"The submission made by Digvijay Singh was duly considered by the commission and it did not find the same satisfactory as he is the general secretary of Indian National Congress, which is one of the ruling parties. The statement made by him does carry a veiled threat of misuse of government machinery against the chief minister of Uttar Pradesh," the poll panel said in a statement.
"Therefore, the Election Commission is of the opinion that Digvijay Singh has violated the provisions of the model code of conduct and the commission has decided to censure him for the said violation," it added.
