"Government cannot function without clarity, specially constitutional clarity and what this court has done is brought constitutional clarity of its role, on our role and the role of the other constitutional institutions," comunications minister Kapil Sibal told reporters.

"This is exactly what the government position was earlier and this is exactly what the court has said," he added.

Ruling on the presidential reference on the 2G spectrum case, the apex court clarified that auction was a method directed only for telecom spectrum and not mandated to apply universally to all natural resources.

A five-judge bench headed by Chief Justice SH Kapadia said the government was free to adopt the mode which would serve larger public interest while distributing natural resources.

"Government is moving forward in implementing that judgement. Any decision making to be taken in the process of moving forward would be taken by us because that is the domain of the executive," added the minister.
