Additional Chief Metropolitan Magistrate Gautam Manan said, “Accused persons collected money from the buyers, claiming that the construction work had already started”.

The Delhi Police’s Economic Offences Wing registered a criminal case in 1999 against one Tejwant Singh, owner of the Skipper Builders, Surinder Kaur and the two directors, VK Saluja and HS Sarna. Singh, along with Kaur, planned the housing scam.

The duo collected money from several investors. But the GDA cancelled the land allotted to Skippers Builders, as the company could not deposit the requisite cost of the land till September 30, 1995,” the prosecution said.
