Unauthorised colonies: Case slapped against CM

The complaint filed by Bharatiya Janata Party (BJP) MLA Harsh Vardhan accuses the chief minister of using the sop of regularisation to garner votes ahead of the 2008 Assembly elections.

“… (Sheila Dikshit) has abused her position as such to obtain favour from the public and has caused undue harm by intentionally raising the bogey of regularisation of the unauthorised colonies and by devising a clandestine manner to woo the voters with the idea of issuance of provisional certificates to the unauthorised colonies knowing full well that no legal status of regularisation was conferred through issuance of such provisional certificates,” the complaint read.

It pointed out that the Delhi government had not regularised even one of the 1,639 unauthorised colonies listed for regularisation in its 10 years in power.

The complaint also cites a February 14, 2006, order of the Supreme Court that had decreed that no unauthorised colonies could be regularised without providing basic services.

While Lokayukta Justice Manmohan Sarin heard the preliminary submissions on Tuesday, he did not issue any notice against the chief minister. The case would be heard next on February 4.
