The complainant Bishambhar Dayal, a resident of Sultanpur village, said that he first raised the issued in 2008 and filed a number of RTIs to get information over the alleged misappropriation of funds. However, he said, the concerned authorities have been trying to cover up the matter.

Dayal had filed a complaint against some locals for misusing bricks purchased with the councillor's fund to make a path in the village.

"A brick path was supposed to be constructed in our village in 2008. However, the accused used them on their personal property. When I opposed them and filed a complaint, the accused and the local police began harassing me and my family. They illegally occupied my land to make the said pathway. With the help of the local administration, they had even tampered land records to show my personal property as public," said Dayal.

"In 2008, the then investigation officer head constable Amit, in the presence of the SHO at Farukhnagar police station, had threatened to book my son in a fake case too," he added. Dayal said that he and his family were insulted again in 2009 when ASI Babu Lal, who was the then investigation officer, threatened him with dire consequences if he didn't stop filing RTIs over the issue. "On March 31 this year, he met me again and threatened me," he said.

Meanwhile, the city police have assured an investigation of the allegations. "We will look into matter will take action as per the law," said Maheshwar Dayal, DCP (crime).
