The court has stayed the draw, after some plot owners (whose plots are not in the disputed category) filed a writ petition that they have not received possession letters from the Huda, even after several years.

The HC has also sought the list of allottees, who have not been handed over possessions by the Huda.

There are around 500 plot owners in various Huda sectors in Gurgaon, who still await the possession letters.

"As the development work is still undergoing in many sectors, hence we have not handed over the possession letters to these owners. Huda had assured them that they would get the possession in a few months, but instead, the owners approached the court," said a senior Huda official.

Meanwhile, a third party has already encroached upon 730 plots, considered to be dispute, as they were allotted in the green belt area. Most of the plots are in the new Gurgaon sectors 39 to 57.
