Fofano Lamine Lambanji Ratano Konaki, holds the passport of the Republic De Guinee and was arrested from a lodge on Friday, police said.
He was staying with a visa which had expired on October 10 while his accomplice Lama Florent had valid documents, they said.
A suo moto case has been registered against him under the provisions of Foreign Act 1960 and Passport Act, police added.
