The incident occurred around 8 am just before the President Pratibha Patil's plane was to land at the Air Force terminal next to Vijayraje Scindia Air Terminal, they said.
The alert pilot after seeing the two Air Force vehicles, immediately took off in nick of time averting an accident, officials said.
The aircraft flew over the two vehicles and made a round in the sky lasting eight to ten minutes before finally landing, they said.
The state plane was landing at the Air Termanal after getting clearance from Air Traffic Control (ATC), they said, and added that later on the ATC had asked it not to land.
State Chief Secretary Rakesh Sahani has written to the Union Civil Aviation Secretary about the incident and asked how this could have happened.
