“There are several rules which go beyond the scope of the act. Some are quite unreasonable such as seeking consent of the client before you start processing data,” said Pawan Duggal, an IT legal expert.

“Under the garb of new rules, they have created a new legislation without the Parliament's seal,” he added. Duggal said out of 272 BPO and IT companies in Gurgaon, most of them are not even aware of the new rules.

Deepak Kapoor, an industrialist, echoed the sentiments: “The new rules are very stringent and some are not workable at all.”
