Bihar officials held several meetings to finalise presentations for the three-day event beginning January 7 in Mumbai. But the preparations are incomplete.

Bihar Chief Secretary KAH Subramanian said: "We should have started the preparations on time."

Official sources said though the departments of tourism, urban development and health had investment proposals ready, several other departments lagged. Lacking the expertise to identify projects that may interest NRIs, the state government has also decided to hire an international consultant.

Two companies have been short-listed.
