Blaming Pakistan won't go far

Indians have a habit of putting their foot in their mouth and they have done it again. Rather than give publicity to such questionable claims they should first do the groundwork well. As is, Pakistan thinks that we are a bunch of fools, sending people to Kargil and bombing our trains at will, knowing well that India will only rave and rant. We need a more measured response. Why can't India turn around and say, please provide proof that you are innocent?
