Declare Vikas proclaimed offender: Delhi HC

The High Court on Monday directed the Delhi Police to file an application to declare Vikas Gill, one of the accused in the Jessica Lall murder, as a "Proclaimed Offender".
A Division Bench headed by Justice Manmohan Sarin gave the directions following submissions by the Delhi police counsel Mukta Gupta that the accused was not traceable since October 2004.
Gupta told the court that police made several attempts to serve an NBW for his production but Gill could not be traced so far.
According to the prosecution, the accused, who was released on bail, had given an undertaking in 1999 that he would not leave the country without prior permission of the court.
However, in violation of the bail conditions, Gill fled the country in October 2004 and since then remained untraceable.
Gupta complained that Gill through his counsel was periodically filing applications for his exemption from appearance and was also present on February 21, 2006 at the trial court when all the nine accused were acquitted.
