Rajouri Garden and Lajpat Nagar-II (blocks E and I) figure in the MCD's list of worst offenders— colonies with the maximum percentage of unauthorised constructions. Other colonies with nearly 100 per cent unauthorised constructions are: Ram Nagar, Yamuna Vihar, Krishna Nagar, New Daryaganj, Vijay Nagar, Model Town, Rohini Sector 7, DSIDC complex in Narela and Bawana.

The MCD's scientific sample survey, which was carried out in 28 colonies, listed Preet Vihar, Nizamuddin East, Naraina and Mongolpuri as those with the least number of violations — between 30 and 40 per cent.

Of the 7,311 houses examined, it was found that setbacks had been encroached upon in 5,108 houses, 705 houses had constructed additional floors and 2,485 residential units were being misused for commercial activity. The survey said 80 per cent of the constructions in Delhi were unauthorised and 34 per cent of the residential units were being illegally used for commercial purposes.

Nazafgarh zone, in which Mongolpuri and Sunder Vihar colonies were taken up, has the least unauthorised constructions (43 per cent). Fifty per cent of the 86 houses surveyed in South zone (Panchsheel Park (S Block) and Green Park) have unauthorised constructions.

As far as commercial misuse is concerned, Krishna Nagar Colony has 100 per cent violation. Other colonies that have rampant commercialisation are Ram Nagar and Lajpat Nagar-II.

Colonies that have been able to preserve their residential character include New Rajinder Nagar, Defence Colony, West Punjabi Bagh and Yamuna Vihar.
