APPREHENDING ‘IRREGULARITIES’ in the implementation of the National Rural Employment Guarantee Bill in Uttar Pradesh, Communist Party of India (ML) State secretary Akhilendra Pratap Singh claimed that not a single job card had been issued yet. “Commissioner of rural development, UP, issued orders on January 13, 2006 to the chief development officers and planning directors of all the 22 identified districts of UP under the Employment Guarantee Bill for issuance of job cards at the village panchayat level till January 27, 2006. However, no one has been issued a job card till today,” Singh told mediapersons here on Tuesday.

Singh said principal secretary KK Sinha had also mentioned in an order to the district magistrates and planning directors on January 11, 2006 that Rs 25 lakh per district had been released to all the 22 districts of UP for the purpose of printing job cards, employment registration and photography.
“Even though funds have been released for the purpose to all 22 districts, not a single job card has been issued till today,” he said, apprehending irregularities in the implementation of the Rural Employment Bill.
Singh further said the CPI (ML) would initiate a ‘Rozgar Adhikar Abhiyan’ in eastern UP from Thursday.
“The first phase of this campaign will start from Babhani block in Sonebhadra district and will conclude at Varanasi on March 9, where CPI (ML) activists will stage a two-day dharna for effective implementation of the National Rural Employment Guarantee Bill,” he said.
Singh demanded from the Centre to implement the Employment Guarantee Bill in eastern UP on the heels of Bundelkhand and prepare another Employment Guarantee Bill for poor people of urban areas to check the deaths of weavers.
Appreciating the State Government for declaration of Unemployment bill for degree holders, Singh said the government should ensure unemployment allowance for all unemployed educated youths and not only for those registered with the employment office till December 31, 2005.
