The presiding officer of a polling station at Jalalpur had complained to the police after the April 26 polls that Singh along with his supporters broke an EVM while trying to create disturbances during elections, the SP said.
He said after investigation, he had ordered arrest of Singh in connection with the FIR lodged by the presiding officer with the Jalalpur police station.
Singh has been charged with breaking an EVM and creating disturbances under various sections of the Representation of People's Act.
He said Jalalpur police too had approached the court of judicial magistrate for issuance of arrest warrant against Singh.
A Bhagalpur court had, earlier, issued an arrest warrant against Singh for successive non-compliance with its order for appearing before it in connection with a case relating to abduction and suspected murder of four CPI-ML(L) supporters in Maharajganj in 2000.
