THE UNCEREMONIOUS ouster from the post of Culture Commissioner on the eve of the 24th Foundation Day celebrations of Bharat Bhavan might be still rankling IPS officer Pawan Jain but top echelon in the Culture department strongly feel that his continuation as trustee secretary of the multi art complex is untenable after his removal.
They want Jain to be removed from the trustee secretary post at the earliest to facilitate better coordination between the department and the Bharat Bhavan.
While it is still unclear whether Pawan Jain has retained the Bharat Bhavan’s post by design or default, mandarins in the Culture department say unless some one from the department succeeds Jain immediately , cultural activities would remain largely stuck for want of adequate bureaucratic push.
In fact, Principal Secretary, Culture Swarnmala Rawla has already written to the State Government protesting against Jain’s continuation on the post of Trust Secretary, Bharat Bhavan.
According to the department sources 80 per cent of the work under disposal of Culture Commissioner pertains to Bharat Bhavan, and if he is denied that charge, he could do little more than sanctioning leave to employees.
Since Jain’s services have been returned to the Police department, it is for the department to decide about his fresh posting, sources point out.
The Culture department is required to issue a separate order for posting of an official or a non-official on Bharat Bhavan trust secretary’s post.
Since such an order is not coming, it is being surmised that the Government is in no hurry to remove Jain. When contacted Pawan Jain said that he has been relieved of the post of Commissioner Culture and not trust secretary, Bharat Bhavan. “Once that happens, I will hand over that charge as well.”
But, officials of Culture department think otherwise. “Bharat Bhavan is an institution under the Culture department and run on its grant.
After being removed as Commissioner Culture, Jain has no business to be there,” they maintain. When asked about fresh posting to IG Jain, Police Headquarters (PHQ) sources said that he has not been relieved of Bharat Bhavan trust secretary charge . Once it happens, he would be given a fresh posting order in PHQ.
Pawan Jain was appointed Director Culture during Uma Bharti’s regime and the post was upgraded to that of Commissioner once he was promoted as IGP.
He took pains to retain the post, perhaps taking pride in the fact that he was the first IPS officer to be appointed Director Culture. Besides, he is also a poet of some standing. But, he was abruptly removed from the post.
