"I was horrified to see how Mumbai abuses its children. Someone must take care of them," said Mehta, now on a tour of India to promote his book "Maximum City: Bombay Lost & Found".

"(From the royalties of my book) my legal cell will prepare a proposal on how the Government could do more for the children and then will sue them for not doing more.

"Children are abused because they don't have votes and it is scandalous."
