Onus on family for probe: Police

Even as mystery continues to shroud over the suicide by Principal Secretary (Housing) Harminder Raj Singh the state police today shifted onus on the family for further investigation in the case.

"Since it is clear-cut case of suicide we cannot do probe on our own", additional director general (law and order-east) AK Jain said, adding "if somebody from the family comes forward the police would act".

While entire sequence of event has been registered in the general diary (GD) at Hazratganj police station, the responsibility is now on the family for further investigation. "This is the legal procedure in suicide case, Jain said.

While the police had failed to trace the bullet from the room (it was not found even on body), Jain said shot was fired from the same revolver, which was found on the spot. Five cartridges were loaded and one chamber was empty, he said.

But the medical experts said that missing bullet should be somewhere in the room. Sources said the entry and exit point of the bullet was clearly visible during post-mortem that suggested bullet was not in the head.

In the rarest case the bullet could remain stuck in the head even after exit point is visible but in this case the X-ray of skull and neck did not show the bullet. Sources said the bullet would be embedded some where in the room.

Harminder Singh had two cell phones. Official mobile phone is reportedly in police custody. His personal number (9936077333), on which all the senior IAS officers used to call him, is on but not responding. Its whereabouts is not known.

Claiming that there was no "foul play" Jain also said that the police were not interested in getting call details because the family had not asked for.

To a question why the police were in a hurry to get the post mortem done, Jain said "Singh's wife asked for quick action".
However he denied the reports about the disappearance of laptop. "Laptop and desktop are at his residence which had been sealed because the family is in Delhi". He said the house was sealed in the presence of senior IAS officers.

Jain however expressed ignorance that local police had so far not sought forensic report of the revolver and hand wash- a technique to find out traces of explosive. "I will find out from Lucknow DIG Prem Prakash", he said.
