PMS docs threaten to launch agitation

Agitated over the improper implementation of cadre review policy, the UP Provincial Medical Service (PMS) doctors have threatened to launch a state-wide stir against the government. This was stated by Dr Jai Singh, state general secretary, UP PMS Association while addressing the mediapersons here on Friday. He said that in the first phase, the PMS doctors would go on a token strike.

Agitated over the improper implementation of cadre review policy, the UP Provincial Medical Service (PMS) doctors have threatened to launch a state-wide stir against the government.

This was stated by Dr Jai Singh, state general secretary, UP PMS Association while addressing the mediapersons here on Friday.

He said that in the first phase, the PMS doctors would go on a token strike. This would be followed by indefinite state-wide strike, if the government fails to fill the vacant posts and provide timely promotion to the PMS doctors. Dr Singh said a meeting of state office bearers has been called at Sultanpur on October 8, to discuss irregularities in the implementation of government's cadre review policy and decide future course of action. The government created many new posts, but failed to define the role and duties of these posts. This led to a lot of confusion and overlapping of duties.

"Moreover, a large number of posts (in level I to IV categories) are lying vacant in the State. But the government is not interested in filling up these posts due to which a wide gap has been created in the medical and health services. Out of three posts of director general, two are vacant, 8 out of 20 directors' posts are vacant, 44 out of 104 additional directors' posts are vacant, 1251 out of 2729 dy CMO's posts are vacant and 714 out of 2894 senior medical officers' posts are vacant. A large number of doctors in level-I have completed 18 years in the job, but have not received a single promotion," he added.

Dr Singh said over 1200 doctors were recruited on contractual basis. Amongst them 400 have already joined their posts. Even after promotion and adjustment, there were sufficient number of doctors to fill the posts at CHCs and PHCs. "But due to improper posting of doctors, the sudden crisis of specialist doctors has been created in the district hospitals. A district hospital in Jhansi has 11 anaesthetist, whereas the Colvin district hospital, Allahabad, does not even have a single surgeon," he said.

PMS newly elected district secretary Dr Vikas Singh said the medical officers posted at the peripheral health centres should be provided adequate security and basic facilities. "Most of the PHCs lack power and water supply, due to which they face difficulty in making night stay and manage patients," he said.
