The report China quietly builds a barrage on Sutlej (June 30) is indeed disturbing. Even an accidental breach can cause devastation in the downstream areas. The situation demands a dialogue with the Chinese government. At the same time, isn’t it strange that we are chary of Chinese barrages but not of our own high-rise dams?
