These quacks continue to mint money despite a High Court order for a crackdown on them. Residents alleged that some local policemen were hand in glove with the illegal medical practitioners.
Sources in the office of the chief medical officer said FIRs were lodged against the owner of Sharky Hospital in Handia, the Chandsi Dawakhana, and the Asadia Clinic.
Despite this, these clinics continue to function in Handia in flagrant violation of all laws.
The source said, “Our job is over after getting the FIR lodged. It is up to the police to seal the clinic and arrest the culprit.”
The source said quacks in the area had done much harm to the health of people. Nevertheless, patients still thronged these clinics.
Cheaper treatment and the assurance that medicines would “work this time” may be a big factor in attracting patients, the source said.
None of the owners of the clinics were arrested by the police. Besides, an influential unregistered medical practitioner has a roaring practice in Baraut township, under Handia police station. Two FIRs were lodged against him since 2004. His non-arrest and continuance of his clinics in Baraut and Jhusi have emboldened other quacks in the area, according to locals.
The quack owns five clinics in the name of his family members. The one in his name is located quite close to the Baraut police outpost. His brother-in-law was arrested on December 16, 2004 following the death of a child due to administration of wrong drugs. A raid was conducted by deputy chief medical officer Satendra Kumar on a complaint by one Matki Devi, whose child had died.
The accused secured bail and is back in business. A raid was conducted once again on June 27 this year by Dy CMO, Handia, Vinod Kumar Rai. An FIR was lodged under various sections of the IPC, but no arrest was made. All clinics owned by this family continue to run with impunity.
Both the raids were conducted at the Baraut clinic. After the second raid, an FIR was lodged against a fictitious person. It appears that the Dy CMO concerned had not taken care to know the name of the owner.
Another quack has a clinic in Saidabad market, under the same police station.
An FIR was lodged against him also, but he was not arrested. As a result, he is still in business.
Chief medical officer SM Singhvi said it was the responsibility of the police to seal clinics. He admitted that one of the quacks was thriving on account of money power.
On the other hand, SSP Vijay Singh Meena said the CMO had the authority to get the clinics sealed. He said the CMO would be provided with police personnel if he asked for security to carry out the sealing exercise.
