1. Try plastic-bitumen
One of the most favoured destinations for the IT industry, Bangalore surfaces its roads with plastic-bitumen. In the past couple of years, the city has built 1,600 km of plastic-bitumen roads.

2. Build plastic roads
Tamil Nadu has built over 1,200 km plastic roads in 28 districts. Delhi too has invited tenders to construct 8.5 km of plastic-bitumen roads.

3. Other technologies
Gurgaon can also choose between micro-surfacing and cement-concrete roads. Different technologies can be used on different roads depending on traffic volume and drainage system.

4. Allow third-party audit
Absence of third-party audit for road projects is one reason why contractors carry out shoddy work. Awarding contracts to repair small stretches to small-time contractors encourages corruption.

5. Discourage cartels
Generally, a number of contractors pool in and quote high rates for Gurgaon’s road projects. The government has to take steps to break this cartel.
