The resolution was passed unanimously at the meeting held at Chief Minister Pratapsingh Rane's official residence on Tuesday night, AICC General Secretary Margaret Alva said.
The meeting also passed a resolution thanking people of Goa for "reposing their trust in Congress" and making it the single-largest party in the state.
Conceding that she was "slightly disappointed" with the party's tally in the assembly elections, she said Congress suffered three to four unexpected setbacks.
"The Speaker Fransisco Sardina lost so did Subhash Shirodkar, who was considered a winning candidate. We also lost two other seats by a margin of less than 200 votes," Alva said.
