The tremor struck at 8.48 am (0618 IST), about 520 km southwest of the Mongolian capital Ulan Bator, the observatory said.
In China, an official with the State Seismological Bureau said it had measured the quake as reaching 6.0 on the Richter scale, saying also that it struck at 8.43 am.
The area is occasionally hit by strong earthquakes.
More than 100 people were injured when an earthquake measuring 5.9 on the Richter scale hit north China's Inner Mongolia, just across the border, in March 2004.
