The blasts took place on a sidewalk in the suburb of Pasig, near the office of a police Special Weapons and Tactics unit, senior police officer Baltazar Martinada said.
He said there were no casualties, and police were investigating. Tension has been running high in the country since President Gloria Macapagal Arroyo declared a state of emergency last Friday following an alleged coup plot by disgruntled soldiers, communist rebels and civilian backers.
But on Thursday, her security advisers said the situation was normalizing and they would recommend she lift the proclamation. Arroyo was scheduled to make a statement later on Friday.
